TB may need cleaning, just a guess as not knowing anything about your vehicle or it's history.

Drop a can of Chevron Techron in the tank and get some highway miles on it as could just need to be driven, the TB can stick if dirty which may be what is being felt. Depending on condition and maintenance assume nothing and inspect everything lol.

Getting a scanner that can read OBD1 is a must, 95 has what's referred to as OBD 1.5 plug, but no store will be able to read it just a heads up.

How many miles? Have spark plugs been changed? Fuel pressure been checked? In other words have the basics been covered?
It has around 158,000 miles. He just bought it yesterday, he didn't get to check anything out yesterday and today it is supposed to rain all day. I told him to start small and check fluids and filter. I thought maybe an o2 sensor? My buick is a 2005 so they are a little different.

I have owned 6 of these full size 3800 powered cars since 2003 starting with a '97 Bonneville (my favorite up until my latest purchase). I always start with an oil change, spark plugs and wires and air filter. The basics. I suggest that your friend start there.
