2002 Regal seems to have multiple problems.

This vehicle started stalling while riding down the road. Would not crank over for a few minutes. Then it would turn over and start, but the floor shifter would not move out of park, until you tried several times. This happened three days, but the last time, it had to be towed in. The shop that had it gave up and sent it home.
The key will turn to start and all dash warnings go out and nothing happens. The shifter doesn't shift and the key won't return to off (key removal position).
Sure would like some ideas.

From a generic point, the brake light switch tells the system you have applied the brake pedal before letting you shift out of P.
More than one method used to let the system know you are in park before letting you remove the key. The transmission range selector is a switch/sensor on the tranny letting the system know what gear you have selected, and also the backup lights. Another system uses a cable from the console shifter to let the system know if you are in P before letting you remove the key.

The owner has taken the problem out of my hands, thank goodness. He is having an electric shop (starter =, battery, alternator) pick it up and start checking.
