Phone dealer, give them your VIN; they can email and get the VATS code from GM and will have to show the dealer ID and registration to prove the car is yours before they'll give it to you. Some dealers will charge for this service, others won't (I no longer deal with one at all because they wanted $50 for this). Then proper key can be bought from dealer or eBay. As far as the instrument cluster; find on on eBay or a local junk yard.
