Not in mine, and it lives outdoors. Maybe it’s blinker fluid?;)

I have a 2019 Sportback with 30k miles. Both tail lights get condensation in them once in a while but not to the extent that you show. Condensation in both tail lights is no larger than a thumb print.

If the water is beaded on the lens, like in the photo, take it into the dealer and have it replaced. All GM headlights and tail lights are ventilated. So, getting FOGGY is normal, according to GM. The fog should go away in a days time normally, but if excessive amounts of moisture build up and has standing water in the lamp or beads of water like in the picture, it should be replaced. If it is just a foggy lens, they wont replace it. It has to have standing water or beads of water like in the photo. I'm a Buick/GMC service consultant for reference.
