Need Help: Interior lamp circuit

1995 Buick Riviera
1995 Riviera interior lamp fuse blowing instantly. Are the exterior mirror heat function on this circuit? Fuse #28 fuse board under back seat. If the mirror heaters are not on this circuit, any ideas where to start looking for a short?

No, the mirrors are on a different fuse on my 98. Where to look? There are a lot of interior lights. You have a chafed wire somewhere. Have you had the door panels off? If so, I'd start there.
