Rear wheel arches trim piece?

Can anyone explain the purpose of the little black trim piece on the rear wheel arches? I can't imagine it's very functional given its small size and placement. My only other thought is there is some weird regulation that says the wheel arches must stick out a certain amount and this piece was needed to comply. I remember seeing this same piece on the Buick Cascada. Is this a U.S. thing or is it on other vehicles sold in other countries?

Come on guys... that was $5000 ground effects dealer addendum option.
My mistake I think that is part of the factory equipment on the GS model.

Not sure the rooster is gonna like that.
Plus I prefer a big ass rooster tail.... discourages drafting.

2018 Regal Essence Frost White Tri-Coat
I find this interesting; I have a Regal Sportback Essence and do not have any black plastic on the rear wheel arch. Mine is FWD, not AWD.
Do any non-GS AWD Sportback owners have this?
