The factory didn't offer a 430 in 1969 in A body vehicles.
Does the VIN stamp on the block match the vehicle?
How do you know it's not a 400?
 
it is on the back of the block 430 then some other no. that matched 430. the guy i got it from said it was rare or special ordered

Does the VIN stamp on the block match the car VIN? If not the guy fed you false information. The VIN stamp can be found on the side not the back.

Did you look at the passenger side of the block between cylinders 6 and 8 near the dipstick for numbers and letters?
 
No, the important numbers are stamped into the block DECK, in between cylinders 1 and 3, and 5 and 7. It is possible for it to be on the passenger side between cylinders 2 and 4, and 6 and 8, but not likely. The engine serial number will match the VIN if the engine is original to the car. Look at page 00-5 in this linked section of the 1969 Buick Chassis Manual,


The production Code will be a 2 letter code with numbers following. the 400 engine code is RR, and the 430 is RD. The numbers and code are stamped into the deck. The deck normally accumulates dirt and grease, so it will not be clearly visible unless you do a fair amount of cleaning. The cylinder head does not cover the entire block deck.

The GS in 69 was a GS400. It would have come with a 400, not a 430. I doesn't matter what the previous owner told you. In the absence of paperwork to prove, it's just his word. The car is 55 years old. The engine could have been replaced with a 430 in those past 55 years.

i will look some more havent found anything yet, looked hard yesterday if it is a no. matching is the car worth a 50,000 dollar resto

That's a big IF. Will you be able to prove it? And, are you restoring it to eventually sell, or keep and enjoy? Only you can say what it is worth doing.

You said at one point it's a Stage one, that brings the value up according to the link in post 17 to about 61k
