Fuel pump only turns on when jumped, what could be done to fix this? I don't want to blow up the pump by doing this, I'm buying a new one just in case it is that. I checked the relay and got a new one but it's doing the same thing. I tried to read the engine codes but it won't allow me, it just flashes, Plus it has a misfire. I believe it's the fuel pump pressure regulator but I don't know. Any help would be appreciated greatly.
 
You say it has a misfire which can only be detected on a running engine.
So are you saying the only way to get the engine to run is to directly power the pump?
Did you test the relay socket with a voltmeter or test light?
 
Not yet, I made this while at work, once I'm done with my shift, I'm gonna do some testing.

I ordered a new fuel pump and regulator, I'm hoping that fixes it but if not, I'm gonna go to the junkyard and get a new fuse box, there's a few buicks in the one junkyard I visit.

OTC sells a reasonably priced fuel pressure gauge that hooks up to the schrader valve on the fuel rail and provides good information as to pressure, and bleed down. This tool pays for itself with one accurate trouble shooting adventure.

The other possibility is the :

This switch shuts off the fuel pump in case of a roll over crash etc. where the engine quits and you do not want the fuel pump to continue to supply fuel to the front of the car, or if the oil pump fails it saves your engine.
Test with your meter.
