Air conditioning knob doesn't blow on the lower settings.

Hey all. My air conditioner/heater doesn't start blowing until I turn the knob to the higher settings. settings 1-3 don't cause the air to blow at all. When I switch it to 4-6 it cranks. Is this a fuse issue or do I need to replace something? Thanks in advance.
 
Blower motor resistor has failed.
 
I see no mention of the year of the car! Apparently it is the manual control which has a 3-speed resistor for the lower settings & a separate resistor for the high speed fan. Usually, on older cars, the resistors were mounted on the firewall fan box behind the engine.

My bad. It's a 2002.
