Do you have the owners manual?
Have you looked on both sides of the dashboard when the doors are open?
Have you looked under the driver's side dashboard?
Have you looked under the hood?
 
Same location as any other full size GM car from that era. 😎
Insanely far back and upwards sometimes with a dog ass angle hugging the steering column directly the opposite on the firewall as the main plug in the engine bay

it’s not so bad in my Electra which is glass fuses and only a few but the 1980 gmc is a hard af to get at because I have no floor pan, the truck is in the air because 4wd and hd 3/4 ton 🙁 🙁 🙁 and it has blade fuses so there are more
Btw op I believe 79 or 80 was the change over year for most of gm vehicles for glass to blade so you SHOULD have large blade fuses assuming the column and fuse box are original
