1991 Park Avenue with manual climate control (non-digital).
Problem is that the fan for the climate control does not come on at all, or rather barely.

I have replaced the resistor with 3 different ones
I have replaced the applicable relays

Still no fan. If you supply the fan with 12v straight from the battery, it comes on a full speed. So I know the fan is good.

What is next? What could be causing this problem?
The actual climate control unit (under the radio)?

Any help would be appreciated!!

Thanks!

sounds like a wiring problem between the blower motor and controller or relay. have you tried jumping the relay to see if the fan kicks on?

Ditto, there was a wiring terminal that connects to the resistor, that was a common failure item due to overheating of the wire & terminal. Pull the terminal and look inside for signs of overheating. Most of the time, there are also signs of the wires turning brown near the terminal. Here is a pic of a revised (larger wires) & terminal for replacement.
