1992 3.1l V6 Buick Regal Fan Assembly Malfunction?

This problem started with a Coolant leak. I just picked up this car, I Identified the Area of the leak after I let it Idle for 15 minutes, (it was the water pump Gasket if you want to know), but I noticed that only one fan was kicking on. I was wondering if this was normal. Please replay soon, as this is my only commuter.

the fans are controlled by temperature. If the engine wasnt hot enough the second fan will not come on.
