1994 Turn Signal Issue (need to fix to pass inspection)

I have a 'unique' issue with my turn signals maybe someone more knowledgeable with the wiring of the 1994 can help me with. I had a deer walk out in front of my 1994 a few months ago, and did significant damage to my right front. I had to remove the shattered RF fender, I replaced the right headlamp assembly, and I made a metal plate to seal off the front of the frame/body that the fender would have bolted up to. When i made this plate, I would up drilling a small hole for the side turn signal light, and mounted it there. I've straightened out what I can, so it isn't perfect, but it is drive able, and doesn't look like I stole it from a junkyard.

The PROBLEM I'm having is unfortunately, self made, and happened before I finally cleaned everything up. While waiting for my headlight lens and lights, I rigged up (my mistake) a side turn signal using a marker light I purchased from a parts store. The base was designed to ground to the frame or body panel you bolted it to. Unfortunately, the turn signal system for the 1994 Park Avenue wasn't designed to do that. It blinked a few times, then got stuck with the front signal light being bright and the side not on. They are designed to alternate between the front and side marker lights, to be more visible. I figured this out about the time it stopped, so I disconnected everything. I finally got the right bulb for the side, and the right bulb for the front lens. Now, when you activate the right signal with the headlights off, the display for the radio blinks, and the front signal light flashes, with the rear signals barely visible. When you turn on the headlights, the right signal indicator comes on, and stays on for quite a bit of time, and will sometimes go out, and sometimes flicker, with the front signal/marker light flickering between bright and normal. When you try to use the signal with the headlights on, it won't do anything.

I have the inspection coming up for this vehicle within the next month, and I need it inspected to renew my registration/tags. I have to have this signal working properly. Any suggestions would be appreciated. Thank you.
