1998 Century Temperature Blend Not Working

I replaced the blend door actuator but the temp blend still does not work . When operating the blend controls the rotator in the new actuator does not appear to be moving. All other doors seem to be operating correctly. If the cause is not the actuator any suggestions on the next most probable cause?

I am replacing the actuator on my 2002 Century and discovered the door was stuck and destroyed my old actuator. It has taken me several attempts to get the door to move freely using penetrating oil.
