2002 regal ls blower no power

I replaced hvac control unit, blower motor, and bower resister and blower still seems like it's not getting any power. I checked hi and low blower fuses. Fuses are good. A parts guy says pneumatic control lines may not have strong enough vacuum that might be causing the problem. Any help to troubleshoot problem would be appreciated.
