97 PA vacuum leak on the fuel injectors.

I have installed a new upper intake manifold and getting P0170 code "lean bank 1". I have changed all the vacuum hose and was still getting the same code.

So I started spraying carb cleaner around, and when I sprayed near and on/around the injectors, the RPM would jump up. I ordered Uremco injector seal kit and installed the new filter,o-rings and pintle caps. And still getting the code. Do I need new injectors?
 
did you recheck for a vacuum leak?
Did you lubricate the O rings when you installed them?
 
Yes checked all the vacuum leak and o-rings were lubricated. It's really odd that it's leaking on all 3 front injectors.
 
I found out what was the issue with my car. I have changed all the vacuum lines and was still getting P0170. This morning my wife told me to get rid of all the old boxes from the auto parts and found a little small o-ring for the PCV valve inside the UIM box. Before installing the o-ring for the PCV valve, the short term fuel trim was 26.6%. After install, -5 ~ 5% at idle. I believe I have fixed the issue.
