Can Anyone Help? 2013 Buick Regal Power Steering Noise

Hoping someone can give me info. I have a 2013 Regal Turbo III and in the last few weeks, when I'm sitting still, engine running, and I turn the steering wheel, as if to pull out of my driveway or something like that, a very quick, loud, whining noise seems to come from under the hood or through the steering column. The sound only lasts but for a second, and sounds a bit like a chair being pulled across a wooden floor: very loud, but very brief. Sometimes it sounds like a foghorn, but again, the sound comes in short bursts only while stationary and only while the wheel is being turned, NOT in full lock. Can't get the car to do it all the time, and because of this, the dealer can't seem to really find the problem. This is pretty typical of them because they can never find any problem I take my car in for :-/ Does anyone have an idea here? I'm getting really frustrated because this 2013 Regal was a repurchase after I had to take my 2011 Regal back to GM as a lemon. I originally went from BMWs to Buick when the new Regals came out, and frankly I'm becoming so very sorry I switched to Buick. My 2011 was a certified lemon; my 2013 is quickly becoming one...nothing but noises, rattles, broken stuff, and a dealer who just says "sorry, we can't help, call GM and tell them." I'll hang on to this car for a little while, but I think I'm going to just go back to BMW. Never had any trouble there; never had to join a forum; never had to call customer service, etc.

Is the car off warranty? A car this young should not have an issue like this.

I'd start by checking the power steering fluid level and appearance. Also, have a friend turn the wheel while you listen with the hood open. Isolating the source of the sound can be immensely useful. (Be careful under there, fans and belts can rip off clothes and fingers.) Mechanics even use stethoscopes to isolate sound sources.
 
I’m exper the same problem on 2014 Buick Regal T. If if find the source of the problem, ill be sure to share it here. It sounds as if rubber is stretching, and usually is louder during the colder. Doesn’t seem to affect the performance of the steering however the sound bothers me. If anyone has any tips, please share. I always read these forums and several Buick related forums have helped tremendously. Apologize in advance for making no contributions to helping your problem pal.
