Code p2138 Accelerator Pedal Position Sensor 1 and 2 not plausible

I have a 2011 buick regal with the 2.0, its throwing code p2138 Accelerator Pedal Position Sensor 1 and 2 not plausible, I have replaced the accelerator pedal and the throttle body, code is still logging when I hit the accelerator pedal and car goes into limp mode, its also throwing a code for the downstream o2 sensor, I wouldn't think they are related but im not sure. Can anyone guide me in the right direction on what the readings should be voltage wise, i know throttle position 1 and 2 are reading perfect with each other according to my scan tool but not sure what the voltages should be, sensor 1 is showing 4v to 5v and sensor 2 is reading 1v, should sensor 2 also being reading around 5?
