Dash Gauges No Worky

So my 07 CSX has been 🤔 not really out of commission but stationary outback of my house for all of the summer pretty much. I was starting it up once a week and letting it run and I would drive it around the parking lot just to keep things moving up, but I slacked on that and the battery died so I got a new battery put in and I just came out to start it and my RPM and MPH gauge don't work but all the lights come on. The temperature gauge works, and I'm pretty sure that the fuel gauge works, but the RPM and the MPH gauges no worky. Anyone run into this issue and is it a fix that doesn't involve buying a whole new cluster? This is a video of the cluster
 
I will say after removing battery cables for a quick reset I just removed the negative cable and I had suddenly had a check engine and no temp gauge. removed both cables for 5 minutes and hooked up pos then neg, everything is perfect 07 CXL. Never seen that but it reset properly.

Yea I think it has something to do with the instrument panel harness module understate fuse F31. I couldn't tell for sure because I think I was just trippin but there like voltage readings that were not what they were supposed to be. I took the fuse out and checked it for continuity which was fine then put it back in, started it up and the shit was fine. Like nothing ever happened
