Hello, I've got a p0440 trouble code. I vacuum tested the purge solenoid and it tested good. At the rear of the Buick I tested the vent solenoid. It tests good if I take it off and apply external power to it but doesn't seem to be engaging while plugged into the vehicle. I've had my wife turn on the vehicle while I hold the vent solenoid and it doesn't engage, I cannot hear and feel the click and I can still blow air through the vent.
How long after starting the vehicle should it take for the vent solenoid to engage? I waited five minutes before ending my test, seems to me it should have engaged during that time. The purge solenoid passes the vacuum test, however, it takes about 3 mins before releasing the vacuum, is that normal?
Is there a fuse or relay that is paired to the solenoids? If so which one is it, I've looked at all the fuses, relays and nothing is obvious. [both in the car and under the hood fuse boxes checked]
I was going to pick up an OBD code reader tomorrow, my local part store rents them out. I understand you can manually engage the solenoids using the code reader. I'm hoping this will tell me if the lines to the vent solenoid are carrying power of not.

below are the things I'm aware of that haven't checked yet, cept for the gas cap, which has been replaced.
As I understand there are a few other things that could cause this trouble code.
bad gas cap - i replaced it. Note: the fuel filler tube is clean and free of rust and debris at the filler door, the tube is rusty underneath the car.
bad fuel tank sensor - how to test??
fuel tank seal and or O-ring? - take it to shop.
pin hole leak in fuel filler tube, hoses or fuel tank, - smoke test probably.
