Front Windshield Washer Pump Failure

2017 Buick Envision Premium II front windshield washer pump stopped working. When this happened with the rear pump, the dealer replaced the pump and fixed the problem. This time I replaced the front washer pump myself but then found out there is no power to the pump. The front washer pump fuse is good, but I can't check the relay as it is embedded on the fuse circuit board, underneath. One other possibility: work was done on the HVAC system that required removing the dash, or most of it. Is there possibility wiring to the washer pump could have been loosened or disconnected? (Unfortunately, I didn't have occasion to test the washer right after that work.)
