1999 Regal LS.
A few months ago I hit the lock button on the remote and the horn kept on. I was able to locate the horn relay under the hood and removed it. I swapped a relay, no more problem. Bought several new ones on eBay for not much, figured that I had it licked.
But, of course not. The problem has gotten worse in frequency and now also includes the horn pad on the steering wheel. I have triggered the horn on the pad, and then shut it off with a push on the other side of the pad. Hitting "Lock" on the remote now almost always puts the horn to always on.
After an event, the system might be good almost immediately, or it might just take time to go back to good. This is why I initially thought it was a defective relay.
I have state safety inspection due this month, so I need to get something figured out. I'm suspecting horn matters go through the BCM. I'm OK -sigh - with a refurb BCM from Rock Auto for $200 if, indeed, this definitely9 fixes the problem. It's possible that I could take the car in when it's in a good mood and it would pass, no bad behavior, but I not only don't want to risk rejection, I really would like to have a horn! I don't care a whit if the horn beeps when I hit the remote lock, I can see the lights flash.
