ignition switch recall help

GM just added a bunch of vehicles to the list for ignition switch problems including my car. I talked to my local Buick dealer who told me that I have to get on "the list" in order to get my ignition switch repaired. I have a 2004 Regal that I bought used so I doubt that Buick even has a record of me.

How do I get on "the list"? I tried calling Buick and spent 55 minutes on hold before I gave up.
