L tube?

Buick Ownership
1999 Buick century
I posted yesterday that my 99 Buick century has a leak we can’t identify the origin of, upon further inspection it appears it may be coming from a thin tube underneath the alternator area, I told someone that and they said it could be something called an L tube but somebody else said that 3100 v6 engines don’t have them, can somebody explain to me what this is and if my engine would have it?
 
Here's a coolant diagram, it may be #13 that's being referred to? Sorry not familiar with L tube term.

3100 was the only engine in 1999.
