Loose cable

Hello I have a question so in my Buick Regal 2015 where my seatbelt is there is an airbag message so I have a airbag service light so I checked and there is an cable that is loose can anyone tell me what this is for

It's an Air bag Clockspring Plug Wire Connector.
Sorry, I can't tell you exactly where it plugs in.
Maybe you can find some help here: Airbags
One error in the Airbag System could cause the whole Airbag System to shut down.
Can't say for sure if it does on a GM Vehicle or not?

Disconnecting the battery and makes sure your vehicle is fully discharge before attempting anything to do with airbags!

Here's some diagrams, note on the side view #1 is the side airbag which may be where the plug is broken. I don't have a wiring schematics to confirm and it may be something that a professional shop should be consulted.

Looks to be between the B & C pillar driver side passenger roof.
 
I'm lucky to probably have seen more of what goes inside a vehicle during my inspection days than most that's all.
 
I agree with 2007LucerneCXL on the location.

I did forget to mention about Disconnecting the Battery.
I'm not a big fan of messing with Airbags, PERIOD, but that's me!
