My 98 Regal LS air vents are barely blowing, help?

So I have cold A/C and heat that comes out of all the vents/floor/windshield but it feels like there's very low air flow. When I put the air on max it feels like low. And low barely feels like any air at all.

The switch that controls the levels (MAX, norm, defrost, ect) is also not working correctly. The air blows out of the vents/floor/windshield all the time no matter what the setting. Low air flow from all of them.

This car is a recent purchase and so far i've fixed a leak on one of my ports, had a dye test that showed no other leaks, charged the A/C and replaced the cabin filter.

Has anyone had a similar experience who could point me in the right direction? I'm not incredibly car smart but I don't have the money to take the car to a shop right now so I have to try to fix it myself. 🙁 Help?

If your car has the optional A/c where you set the desired temp, all incoming air goes thru the evaporator (in both heating and cooling) this allows dust, pollen, animal hair, etc to collect on the front of the evaporator. you may have some options.... you might be able to clean it by pulling the HVAC blower and with a small brush and vacumn pull the crude off the front.
I am very familiar with this problem on Reattas and on them you can pull the fan speed controller and get to the front of the evaporator. The attached photo shows a dirty evaporator.

The auto makers started installing "cabin air filters" to resolve this problem.

I had the same problems on my 98 Buick the same. Here's what I did. Behind the glove compartment box is a vacuum switches. The switchbox that controls the events were bad. I do not know how to explain the vacuum switches, but they do work off electricity and vacuum on and off switches. To take off the glove compartment boxes for Phillips screwdrivers remove the cover. You should see it on the right hand of the glove compartment on the firewall. I hope that makes sense . Next problem I had was when I let off the gas . The air vents would work when I was going up the hill. I lost vacuum and here's where I found the vacuum problem. On the right side in front of the right tire behind the bumper is a cylinder that holds vacuum. On the bottom of that cylinder was a vacuum line that was broke, replace that to now the thing runs perfect.

Look at the cabin air filter. You will find it under the plastic panel that covers the windshield wiper linkages on the passenger side. It is a 2 piece panel. I had the same air flow issues, and then I searched around online and found the location.
Never mind, I didn't read the post thoroughly. You did change the filter.
