Need help

I have recently found a 1986 GN that has been sitting in a garage since 1999 and has 74,000 miles on it. I did a VIN track on it and the mileage shows can't confirm after 49k miles. I know the owner of the car, and he says that he is the second owner and the 74k is the correct mileage (they changed speedo). The engine was redone (highperformance mods) in 1999 and only has 500 miles on it, however does need to be taken out and gone through from sitting for so long. Body very solid with minor cosmetic touch ups, it's missing the GN wheels and the interior is in pretty good shape. He is asking $8500 firm, with the mileage situation, is this car worth the price? I was thinking of restoring back to original.
