Please help 2002 Buick century right rear turn signal not working.

I have recently replaced all bulbs and flasher in my 02 Buick Century. All blinkers and hazards work with the exception of the right rear. I have even replaced the bulb socket and harness. With the ignition key on and the right blinker on, i used a test light to test socket for power. The test light blinks on and off as it should on the test light. However, once i install the bulb and pierce the wire with the test light it shows no juice whatsoever. Unplug the bulb and the electric returns to the socket. I have even returned the new flasher to the automotive store and switched it out. I have taken the lower dash panel off under the steering column and checked all wire connections and plugs. I dont have a clue whether this is a bad or weak ground somewhere or just low voltage. I have checked the complete wiring in the trunk as well. Again the blinker wire has juice until i install the new bulb and then it shows nothing. Any help or suggestions of what or where to look will be most welcome. I realize this is an old thread, but I had an extremely similar problem with my Century (1999) that I just overcame today. My issue was that I would intermittently lose my brake / turn signal on the rear right. The problem wound up being in the connector that connects the tail light / marker light leg of the wiring harness to the rest of the wiring harness. I had voltage in the pins at the connector, but the light bulb wouldn't work correctly. I wound up bending the pin slightly (in my car it was the pin associated with the green wire, yours should be the same) so that it would make more contact within the connector, and viola! I haven't had any additional problems (yet...).

Of course, this was after I replaced the light, cut off the socket and soldered a new one on, and got that bit of wiring harness from the junkyard before I figured out what the problem really was.
