Why is PA so restrictive about driving cars with classic plates?

I've often thought about getting plates for my '95 but hate to be limited to driving no more than one day per week, etc. I think these limitations are, quite frankly, ridiculous. What's the point? I'll probably elect not to do it since I still use the car regularly and really don't want to be limited on it. One question though: my Riv is on its 3rd engine - so does it even qualify? Would that constitute no longer being "stock"? Also, pin stripes were just redone but in such a way that it is exactly like the original.

You will have to check with PA or possibly a PA forum member as each state has their own regulations on different types of plates and usage. Illinois has Antique and Expanded-Use Antique License Plates with different rules for use, but vehicle age is the qualifying factor as to how stock it is usually falls to the judges at a car show lol.
 
The Pennsylvania fact sheet on Classic and Antique registration makes no mention of requiring the original engine and pinstripes are not even a consideration.
 
I just think it'd be cool to have the plates for it, but have a hard time dealing with not being able to use it freely. It'd be different if I had other, newer cars to work with.

All it is, is that registration is a lower cost and exempt from inspections to whatever degree. It's all about money, always.

Maryland has numerous BS regs regarding Historic per se. I keep my Historic tag and COMPLETE accompanying paperwork. The police talk to me about my car. They could care less about my Maryland 1963 tags for my Riv and 64 tags for the Chevy Impala
SS. I abide by the law, but sometimes I bend the regs
 
In MD a lot of people use historic tags to avoid inspection, which is why using them on a daily is illegal. Of course we all know cops rarely enforce traffic laws, especially ones like this.
