Windshield Wiper pump

Hi all,
The wiper fluid on my 2003 LeSabre is barely spraying anything. When I disconnect the tubes from the wiper nozzle it does flow freely but with much power. When connected, it just spits out a tiny amount of fluid and only very close to the nozzle mouth so it barely covers the bottom part of my windshield.
The other issue is that the fluid drains back (to the reservoir I'm guessing) every time I stop the switch to spray. So then it takes a while until the fluid comes back up the next time I press on the switch.

Are these signs of a bad pump? I'm not sure if the pump just dies when it goes bad or will it just start working inefficiently at first? Because as far as I can tell it's not dead. It's pumping some.
Can it just be something clogging the pump at the bottom of the reservoir?
