'94 Regal Custom: OBDI or OBDII?

I'm trying to get a code scan done for my '94 Regal Custom, and everyone keeps telling me they can't read codes from a '94, since it's OBDI. The Chilton manual I have says it's OBDII. Which is it?

Also, can anyone recommend a good scan tool for less than $150 that I can buy so I can read codes myself?

Any and all help is greatly appreciated.

The '94 PCM is commonly called an OBD-1.5 PCM, which was unique to the 94-95 Buick's. The PCM was the first OBDII & OBD1 combination. Some scanners will interpret OBDII codes on this particular PCM. It takes an OBDI-OBDII capable scanner to read any of the codes; such as Matco 9640B, Matco 9001N, Actron CP9150, or CP9190 that include the OBDI & OBDII cable that can communicate with OBDI. Do you have a 12-pin connector, or 16-pin? There should be a sticker under the hood that tells if the PCM is OBDI, or OBDII. I would suspect it says OBDI.

Sorry to throw another one up but I was surfing around and found this. Just make sure to read everything and be sure of what you are buying. It looks like you can even ask this guy some questions.

I have a 94 buick regal that I left the ignition on all night, changed the battery now it starts runs for a few seconds then dies. Check all fuses Anybody have any ideas??

When you turn the ignition switch ON, does the security light flash for 3-sec, then go out/off, or does it stay ON steady?
