What is this part of the car, and can it be replaced.

I have a 2008 buick lucerne CX with a very large rust hole

This is from a video of a transmission removal on a 2007 buick lucerne. The hole is right behind where the upper right side of the crossmember attaches to the frame. What is this part of the car and can it be replaced? Or is my only option to weld some sheet metal.
 
looking through my Service Information, that is a part of the actual frame rail; it is a VERY involved process to fix it the correct way.

Thank you for your reply! That's unfortunate. I will plan to scrap the car soon then. Do you think it'll survive a winter? I live in the canadian east coast unfortunately where roads are heavily salted.
 
It's somewhat difficult to know the rust damage from a posted photo. A qualified body shop can do a inspection and offer possible repair options.
Some ideas of what is involved and why being on site is the only way to know.
