04 LeSabre steering locking when turning

Hello my 04 LeSabre is having trouble at slow speeds like when turning into a parking spot. The steering will act like it has no power steering and the wheel will lock like when you shut it off and the steering wheel is locked for anti theft. The power steering rack is a rebuilt unit that's in it and is around 6 years old. The lights on the dash will dim as this is happening. I wonder if it's drawing too much power or something. If you shut the car off and restart it will go back to normal.
