1979 Buick LeSabre automatic climate control

Hi there. I am dumbfounded. I can't get the blower motor to come on on any setting. Although it did come on a couple times once after I washed the engine and another time. I tested the relay, good. No power coming to the circuit to the relay power. There is power coming to actuate the relay. The resistors look good. I just pulled the programmer and then pulled off the cover and hooked it back up and watched for something to happen but nothing moving when I cycle the modes. I used my own vacuum pump to the main vacuum thing inside and when I apply vacuum it moves all the way and looks like it changes the switch as well as turns the arm. Cool thing to watch actually. I am wondering what to do. Does anyone have any experience with this automatic climate control system in 1979 Buicks or access to pages of the factory service manual? Please help!

Is this the same system as a 1981 LeSabre? I have a service manual for an 81 around here somewhere...
