1992 buick roadmaster air conditioning question?

I was wondering what could the problem be with my air. It does not work. It is one of the first cars they put the climate control in. When you turn the heat up it works really good but when you go below 75 the air is not getting cold. It is a lot like having the heat on 74 if that makes since. What could the problem be and how hard would it be to fix it myself or how much to have it done?
 
The "climate control system" consists of two major systems that are regulated by the "automatic control system". Those two major systems are the "heating system" and the "air conditioning system", which are generally independent of each other, except for the common air delivery ducting and temperature control unit.
From your description the heater works fine, but the air conditioner has probably failed. The first thing to do would be to have someone see why (and if) the air conditioner is not delivering cold air. The reason could be something simple like a loss of charge (freon), which is common. Or it could be a major failure such a bad compressor.
