1993 Buick Lesabre ignition control module?

OK, I ordered and received a new ignition control module.
Couple of questions?
1. How tight should the bolts that hold the module in place be?
2. The module came with two small packets of white silicone.
What is the silicone for?
3.How tight should the bolts that hold the coils in place be?

The bolts for both the ignition module and the coils doesn't need to be super tight - they are plastic so you don't want to crack them - just tighten them up gently to where they feel like they're not going to move.

The white paste is actually a thermoconductor paste that helps conduct the heat that is generated by the ignition module away from the metal surfaces and allow it to cool easier.

Some people confuse this with dielectric grease but they are very different - thermoconductor grease removes heat while dielectric grease protects electrical components from corrosion. If you use dielectric grease in your ICM it will fail due to heat.

Spread it on the metal plate on the bottom of the new ICM - it will lay on the surface of the bracket - you should clean the bracket before you put the new ICM on.

Here's a guy putting a new ICM on a Honda - not exactly the same but you'll get the idea of how to apply the paste - he talks about the paste at the 3:00 minute mark.

Installed the ICM and, SCORE!!!!!!!!!!!
Started right up.

Next question.
Before the engine quit and still after the repairs the engine seems to surge a bit at idle and feels like it is running a bit rough. Normal?
New plugs and wires, air filter, coils, ICM and fuel pump regulator have been installed.
