1995 Lesabre inner quarter panel removal

I just bought a 1995 Lesabre and unfortunately some water leaked in. Regardless the felt that is in the corner of the car adjacent to the rear deck is rotting. It’s a carpet like material and I’m able to get it lose but it’s being held by some sort of mechanism in the center. It seems to be a plastic white bolt holding a sliding square washer. Any help on how to remove this panel would be much appreciated. Thanks!
