1997 Buick Riviera AC Compressor clutch doesn't engage

Hi, I just bought a 1997 Buick Riviera and I am just wondering if anyone out there could give me some guidance on my issue. When I turn the AC on the compressor clutch does not engage and the air is warm. The fuse is also good. Should I just buy freon and try to re-charge the system even though the compressor doesn't engage or will it not re-charge because of this? Any info would be great! Thank you in advance for your advice!
