1997 Regal GS starter Engages and runs with key in on pos

I got a 97 regal GS that, as soon as you turn the key on, the engine starts, nothing I can do makes the starter turn off unless I wait for 10s for it to auto shut off, or turn the engine off, I’ve tried new ignition switches. Nothing works, tried cutting the 63 ppl wire on the PCM to see if that would stop the starter but it still goes, not sure what I can do at this point, I don’t wanna keep beating the starter.

Unrelated, anybody know how to remove the airbag/steering wheel

Did you look if there is a starter relay?

I did, removing it stops it, but if I put the relay back in at any point even while the car is running it engages the starter again. I’ve tried different relays but the parent to me that it’s getting a signal from something. I don’t know if it’s a ground or power on what pin. I cut pin 63 (ppl) on the pcm and it still does it, gonna try the other wire on the PCM next
