1999 Century Engine Surging & AC Problems

Hello everyone!

I have a 1999 Century Custom with around 98000 miles on it with two major problems, especially now as it's close to 105F outside on average these days.

Firstly, a few months ago, my car started...surging? It would actually fight against me, trying to jump forward when I'm on my brakes at a light/stop sign sometimes, and the AC/Vent air flow would dip (if it was on) with each surge. It goes away about 95% of the time after the car has been running for awhile, but I'm puzzled. I've seen a few ideas, but I was hoping this sounded familiar to someone.

Secondly, my AC compressor is turning off and on. A lot. I've actually had this problem before, before my previous compressor died (new one was installed almost 2 years ago to the day) and I also had the problem after the new one was installed (taking it back to the mechanic resulted in them saying it worked fine for them, intermittent problems are a pain.) Generally, it goes off and on if I'm just driving slowly around town or idling, but once I hit a decent sustained speed for a time, it usually comes on and stays on.

However, I'm slowly boiling alive when I do my lunch run because if I'm LUCKY, it kicks on when I'm driving back to work from buying lunch. I've seen things about clutch fans and temperature actuators, but I'm honestly stumped. And roasting.
