2000 Buick Regal LS Key fob programming HELP!

I cant get the car to connect using aftermarket key fobs for the car
I can get it into programming mode but holding down lock and unlock at the same time doesn't do anything no matter how long I hold it
The car randomly chimes in response when I spam the lock and unlock randomly
I took it to batteries + bulbs to get it programmed using a scanner and they were unsuccessful
Is my ECU in some sort of lockdown mode? Should I give the dealer a try at scanning? The key fobs used are exactly identical to the OEM one (bought off of amazon)

Yes.....The car beeps three times to signify its in programming mode, and when I hold BOTH of the lock and unlock keys at the same time, holding them for up to a minute, nothing happens. I've tried this over 10 times in the exact process it needs to work and still nothing.
