2003 buick wont start

2003 and 2005 buick lesabre
My wife's lesabre only makes a whirring noise from the igntion switch and interior lights flicker on and off. There is no sounds at all from under the hood when the key is turned. the switch engages and stops and then engages and stops non stop until i disconnected the battery. battery is fully charged and I replaced the igntion switch but it still does the same thing. All the fuses and relays are good. anyone have any ideas what it might be?

Did you test the battery with a voltmeter?
If so , what is the voltage reading?
 
The part about the whirring noise from the ignition switch and engaging & stopping continues until the battery is disconnected is very strange.
I agree with Mel, if the voltage reading is low at the battery, then its likely the battery needs to be replaced (check the voltage with the key in the off, on and start switch positions). If the voltage at the battery is good, check at the fuse boxes main power source cables (both under the hood and under the back seat). While your at each point, tug on these cable connection to see if any have become loose by tugging the on the connections (including the ground cable). Being the owner of (3) LeSabre's myself, it will be interesting to hear what you find is causing this.
 
A fully charged battery is 12.6 volts.
Have you tried a jump start from another car with thick enough cables?
In other words cheap 10 dollar cables simply won't carry enough current.
How old is the battery?
Are the connections free of corrosion?

Good point and it's always advantageous to give the source vehicle a couple of minutes to charge the receiving battery. It's substantial how much less current passes through the jumper cables by just permitting the receiving battery a few minutes to charge.
