2004 Buick LeSabre steering locking up while manuvering

Hello. My 2004 LeSabre will bind up at slow speed like a parking lot. It will act as if I have no power steering and the wheel will lock. The lights will flicker on the dash as this is happening. If you shut off the car and restart then the problem is gone. Very intermittent problem. The rack is a reman unit and has been in the car for 6 years.

Is the motor in the rack itself or the power steering pump?

If you have a motor it is part of the rack. It is located where the steering column shaft attaches to the rack.

I know the car doesn't have electric power steering so it's in the rack where the column attaches to the rack with that pinch bolt?
