2006 Buick lacrosse won’t start

2006 Buick lacrosse has new battery, has dash lights and radio but will not turn at all. Steering wheel will not lock. I believe it’s related. Could this be an ignition switch? Maybe a separate column lock? Any help would be appreciated thanks.

Perhaps there is an issue the immobilizer ring (aka antenna ring) circuit in the ignition switch not sensing the correct RFID inside the ignition key as part of the VATS (vehicle anti theft System). But just to rule out if it's the RFID in the key, have you tried a known good spare key?
