2010 buick lacrosse p0017 ex bank 2 vvt solenoid will not change state w scan tool

Ive got an issue with my exhaust bank 2 vvt actuator solenoid. It will not advance when I command it with the scan tool. The other 3 work fine and increase at 5 digit intervals. Its causing me to fail inspection and it idles and runs rough at times.
I had 2.6 volts going through the harness to the solenoid. Now only shows 0 volts. Traced wires to ecm, no issue.
Solenoid works when 12v is applied and measures 10.5 ohms.
Also 3 drive cycles will not complete.
Got a new ecm from flagship, pre programmed, and the hardware and service codes dont match. Cant get it to work. They say it should still work.
Anyone think they know why the scan tool will not command 1 solenoid? ECM? Grounds?
Thank you , this has been a pain and costly.
About to buy something else, but I love this car.

Hi thanks for the reply.
I wish it were that simple. The vvt solenoid is good, when I applied 12 volts , it works fine and ohms out within specs.
The problem is electrical and its not being commanded by the ECM to do its job when I use my scan tool . The other 3 vvt solenoids work fine and when commanded , they increase and decrease(advance / retard) as they should.
I was curious if anyone has had this issue and know for sure if it's the ecm driver , or if there could be another outside source causing this gremlin.
 
Took the motor mount off and replaced vvt solenoid, same problem. I fixed a couple ground problems and managed to get 4.7 volts to the solenoid. And the new ecm now works. Still same code. Im wondering what else is could do to try and fix this. Run some engine flush? Maybe the phaser itself ? Its only one solenoid though so im out of ideas.
