92 buick riviera no heat or A/c

no error codes present accept the service a/c light on instrument cluster, the fan blows air from vents fine but no heat? I noticed the hvac blend door wasnt moving so i replaced with a brand knew hvac programmer . No change still no movement, heater core hoses both feel hot replaced thermostat still no heat.
