98 Buick Regal won't start when I need it to.

"No start" New battery, starter, Neutral safety switch and checked all fuses.
Just in the last 4 weeks (January 2018) my car would intermittently start. I would go to Wal-Mart or Rural King and when ready to leave the car (1998 Buick regal LS) wouldn't start. I would wait 15-30 minutes and it would start right up. Before installing the NSS (neutral safety switch) it started 14 times in a row and the 15th time it would not start. Installed the NSS this morning and still "No Start." While turning the key the dashboard lights would all light up and just a 1/2 a second before turning the key all the way to start position, I would hear a small click coming from under the dashboard. Is this the source of my problem and could it be called the starter relay switch? Any help would be greatly appreciated.

In my 2001 Regal LS I was having the exact same thing happening. Turns out my MAF was bad so the pcm was using the reading from the MAP sensor. The problem showed up because my MAP sensor was cracked in half and would sometimes be connected enough to get a good reading. But eventually while driving it would pop off and then just plain not start back up since the pcm had no way to calculate air flow.

Long story short both my MAP and MAF sensors were bad.

I will inspect both (MAP & MAF) sensors to make sure they are not defective.
New Info: My new Duralast starter (solenoid) was bad. I took it to AZ for testing. New one installed. Car started while jacked-up with front tires off the ground. When I lower the front end to the ground, I turn the ignition off and attempt to restart and the car won't start. This test was performed 5 times. Is this an accurate assumption?? My solenoid is being shorted out somewhere/somehow?

Hey Ilikecorn & anyone else,
The MAP & MAF sensors are just fine. I cleaned up the small solenoid wire end because it looked green & rusty. New brass lug installed. But get this, the car (1998 Buick Regal) still only starts when I jack up the front end. When the tires are back on the ground - no click or start. Help!
