AC not working

2014 Verano 2.4
I have a 2013 Verano, 2.4L. The ac quit working. The compressor clutch is not engaging. I could not find the relay to jump and test it so I unplugged the clutch coil and probe it with 12 volts and it would still not engage.
I then use the pressure gauge, there was somewhere between 90-100 psi on both sides with the car off. No change running because the compressor won't kick on.
One odd thing, I let out a little air from the low pressure side, and there was not any r134, only hot air.
I then vacuumed the system and tried to add r134. Only about 6 oz entered the system before the pressure equalized. I started the car, and the compressor still wouldn't kick on.
What's my next step. I'm thinking the compressor and clutch need to be replaced, but should I check something else before that?

Why would you add refrigerant to a system that is not running?
Did you jump the low pressure switch when charging with the engine running?
