Back up light troubles

Hi all, I have a 2002 LS and my back up lights aren’t working.

It’s not the lightbulbs, it’s not a fuse, and it’s not the relay on the left side of the dashboard. All other tail lights work fine.

Any ideas at what I should look at next?

This may be a dumb question to some, but are you testing them with the engine running or with it off?

I ask this because I discovered that my 2011 Malibu will not turn the reverse lights on unless the engine is running!
