It turns out it wasnt the bare wire exposed it was just incredibly thin (like 22 or 20 guage) and the connector that bolts to the negative battery terminal was extremely corroded so I replaced that and the car seems to drive better, I think im still having other unrelated issues but the car feels more stable and it feels like the magnetic ride control actually works as intended ect. But after doing so I checked the
scanner again a day or two after and a whole bunch of BCM related codes popped up. No idea if they are reoccurring or if they could have showed up when I was replacing it but here's what I got

C0890-03 FAIL SINCE CLEARI HISTORY Control Module Voltage Reference Output 3 Circuit - Low Voltage
